Here's the "other" side of "Short" Baggage Car #127 circa 1940's and onward. That "Delco Light Plant" closet is real obvious in this view, isn't it? Note there's no "standard" passenger car step on that end? And that beneath the floor just to the LH side of the door hangs a battery box?

And if yer still dyin' to know what that strange "sort of flag" atop what appears to be a chimney is, try this for size: The "Sort of chimney" is actually a ventilator. It's top was made to swivel, and the "flag" atop it steered it like a rudder so that it would always face the rear of the train. ( In theory anyway...) Otherwise that ventilator might act like an "air scoop", and with a coal-smoke-and-hot-cinders belching steam locomotive just ahead, that might could cause some problems, eh?

But hey, if you think this one looks strange...
